Our client, is a not for profit organization, representing the interests of Canadian municipalities on policy and program matters, specifically offering financial services and resources to Canadian municipal governments to improve environmental performance.
The team is expanding, and they are looking to add a Contract Manager to their Ottawa team.

Reporting to the Senior Manger of Operation, you will be responsible for all loan and grant contracting and documentation related to their dedicated multimillion dollar fund, including the negotiation of complex loan and grant agreements, identification and analysis of areas of organizational and financial risk, and continuous improvement of the contracting framework.

Your responsibilities will include:
Managing and monitoring all contracts to ensure all contractual obligations are met including, reviewing and analyzing submissions against conditions of disbursement, recommending release of funds, coordinating and enforcing deadlines, resolving issues with proponents, and tracking progress and reporting using key performance indicators.
Managing the negotiation of complex loan and grant agreement structures and terms, and preparing all final contract documentation and financial term sheets.
Analyzing current contracting processes and tools, researching value added best practices, understanding municipal and provincial contracting regulations, and federal funding partner legal and contractual requirements, and improving continuously the contracting infrastructure and process
Establishing and managing an effective electronic and print filing system for agreements.
Reviewing and recommending for approval, all requests for changes to contract terms, including liaising with outside legal counsel.
Managing effectively the Human and financial resources associated with this mandate.

Exigences:

You are the ideal candidate if you:
-have an LL.B/JD
-have 4-10 years of related experience in commercial, and contract law
-have extensive knowledge of contract law, specifically related to financial services, with a focus on public sector contracting
-are bilingual
-have in-depth knowledge of municipal acts, regulations governing contracting
-have a strong understanding of financial analysis, risk management, program/project evaluation, and complex project or file management
-have a strong ability to network and develop partnerships
-have strong organizational, interpersonal, and time-management skills
-excellent communication and negotiation skills
-are a team player with the ability to work cooperatively with all levels of management, tech staff and peers
-have political acumen
-Experience in municipal infrastructure development and environmental issues would be an asset
